The constitutional rights of citizens are being violated again.

Back in November last year, the so-called “house of representatives” adopted in the first reading the draft law “On introducing changes and amendments to the law of the Republic of Belarus “On local government and self-government in the Republic of Belarus.” But what changes Belarusians will have to face is still unclear, onliner.by writes.

According to the Business Union of Entrepreneurs and Employers named after Kuniauski, in case of adoption of the law, the authorities will be able to oblige entrepreneurs and ordinary citizens to arrange well the territories adjacent to their plots at their own expense. But what is exactly meant by arranging well and what territories are we talking about?

– How far does the adjacent territory stretch: one meter from the fence or one hundred meters? What does it mean to arrange well: to maintain cleanliness, order, plant flowers or put a golden statue on this site? – entrepreneurs write in his address.

Representatives of the business union believe that such changes are not only detrimental, but also contrary to constitutional rights.

As representatives of the business community explained, today entrepreneurs do keep order around their facilities in any case, but it only concerns cleanliness and is usually regulated by contractual relationships. If the law is adopted, the conditions can change dramatically.

– The conditions have not been determined. What exactly arranging well is remains uncertain. Is it just to sweep it or to put a bronze statue? If these things are not defined by law, who will set the standard? Obviusy, there must be order near the building. But the authors of the law use other definitions. One part of the law states that local authorities can give directions, and the other one – that actions are carried out on a contractual basis. These parts are contradictory. We would like clarification.

Speaking about the second part, there is another interesting question: if we develop the surrounding territory, can we use it? If I put tiles near the cafe, can I also put a table with an umbrella there? – the director of the Business Union of Entrepreneurs and Employers, Zhanna Tarasevich, comments on the situation.

The experts of the business union believe that the proposed attachments to articles 43, 44 and 45 of the law “On local government and self-government in the Republic of Belarus” must be given up.
