Public confidence in the electoral process has been undermined.

The head of the delegation of the Parliamentary Assembly of the Council of Europe (PACE) to observe the elections in Belarus, Lord David Blencathra, has expressed disappointment that Belarus did not accept the recommendations made in 2016 and deprived both voters and candidates of the opportunity to participate fully in the democratic process.
